FDC - Fiscal Data Core

The technology aims to digitalise sales receipts using new standardised fiscal data format and set up an encrypted protocol for tamper-free communication between cash registers and centralised Fiscal Data Operator service to exchange, store and organise fiscal data for further use.

In other words, the system is aiming to assure the following goals.

Complete consistency in sales, returns and other tax-related data between businesses and Tax Authority, in real or near-real time. No need to gather sales reports or cross-check an old-school tape rollers, every receipt is in the system as soon as its printed on paper, every tax instantly accounted for.

Value from sales data is delivered in real time — all kinds of analytics, statistics and risk alerting are available to data owners (businesses have access to their data, while Tax Authority or other State entities can see the whole picture). Data allows you to see trends as their happen, be alerted about anomalies that may represent risks or violations, or dig deeper to see big picture tendencies.

Buyers participation in monitoring — the same document that Tax Authority and business see in the system is printed into buyer's hands; we offer an app and a motivation mechanism for a buyer to check its legitimacy and alert the system about possible cash register misuse.

Robust mechanism of data legitimacy proof and tamper protection — we use certificate chain of trust architecture to ensure that every receipt is stored as a digitally signed document from a certain cash register that is accredited as a model, certified by its supplier as an unit, and registered by its taxpaying user.

Administrative aspects

Tax authorities use many resources to administer VAT.

High professionalism of tax officials for periodic taxpayer audits is required.

Risk of corruption due to the interaction of tax officials with owners of cash register equipment.

There are no regulations and laws on the use of cash register equipment.

Technical aspects

Many models of cash registers are outdated.

Only cash register equipment has cashier receipt storage.

The format and fields of fiscal documents (cashier receipt) are not standardised.
